Trouble with Family Sharing

I have a macbook air and have set up my account (as the administrator), an account for my daughter, and a guest account. I am wanting her to have her own iTunes on her account and then use Family Sharing but she cannot even view her invitation on my computer because it says she needs to be logged into iCloud which requires an apple ID. She doesn't have an apple ID yet because it wouldn't let me set that up for her since she is only 12. It said that I could get her an apple ID if I used Family Sharing but for her to accept her invitation for Family Sharing so that she can set up her apple ID means logging into iCloud with an apple ID that she doesn't yet have. There a whole in the bucket, dear Liza. Do you get my question? Help.

YOU set up her Apple ID from your device by scrolling down to the bottom and select, Create an Apple ID For A Child. Once created log into iCloud on her device with her ID then send her the invite.
