Can I delete an app and then "re-purchase" it?

I deleted on my iPad air and when I go to purchase again the same original app is there on my purchase list. I want to totally delete it, and more or less "repurchase it" hopefully without the audio problem.

You cannot do what you are trying to do. Once the app has been purchased, you are stuck with it. I mean, you can delete the app, but it will always be listed among your "purchased" items. You are assuming the audio problem lies with the app, and you could be right, but you didn't say whether or not the app has been updated to work with your iOS version. Have you tried contacting the developer(s) of the app for a possible remedy?
