How can I fit a picture to make it my wallpaper on my iPad Mini?

I'm trying to fit a picture to make it my wallpaper on my iPad mini, but it keeps zooming in on the photo. I don't know what to do the make it fit right, I also do not have iOS 7.

What iOS version do you have? I remember this being an issue with one of the versions & it was fixed in an update.
