How can i get iMessage to activate?

I need to know how to activate my iMessage. It still says "waiting for activation.." even though I am signed in. It's not working at all and I need help activating it. My phone is not in service but it is connected to wifi

When you say you're signed in, do you mean that your wifi is working properly or do you mean signed in to iCloud, specifically?
I googled your question to make sure and there didn't appear to be any restrictions. What device are you using and in what OS? Just trying to get a bit more detail.
