I have a lock with a circle on the top of my screen what does that mean?

That means that your portrait orientation lock is on. If you're on iOS 7 scroll up from the bottom of any screen to see control center tap the icon at the top right to turn it off.

Tap this to turn off. It prevents you from using landscape mode.
