I sent a text message to a friend and my text message appeared in a green bubble rather than the usual blue bubble. We both are using the iphone. Does this mean that my cell # has been "BLOCKED" from receiving my text messages?

The green messages are SMS and the blue are iMessage. iMessages are only sent between Apple devices. If it shows up green while messaging an Apple device then iMessage wasn't available and it was sent as SMS.

In addition to what Antron stated, you will not be notified if you were blocked and the recipient will never get your calls or messages.
