I have bought a second hand I phone 5s from Ebay. But, It is wanting the I Cloud username and password. If it is possible to Bypass it?

The original owner of the device can read and do the following: iCloud: Remove your device from Find My iPhone

If the person that sold you the phone via Ebay is not the original owner and/or can not/will not read and follow the above, open a fraud case with Ebay on the transaction.
