On that watch minne mouse speaking my WatchOS 4.0 paired wth iPhone 7 and iOS 11.0.2

On the Watch app on your phone go to Sounds & Haptics the turn ON "Tap to Speak"

You might also have to download the voices to the watch. Do this while the watch face with Mickey or Minnie is active, and the watch is on the charger. The voice will download, and will speak the time when you tap the face.

Finally got mine to work. Don’t understand the issue. My previous watch it worked immediately
