Sounds like an iOS4 incompatibility, although I've never experienced this before with any of the OS upgrades in the past. Usually it's the hardware (a new phone), not software, that's responsible for accessories not working.

The only way to confirm this is if you have access to another iPhone/iPod with 3.1.3 or lower and see if your charger(s) work with it.

I have the same problem my car charger worked great with my 3G and now with my iphone4 it tells me it is an incompatible device and don't remember if my cable was an iphone cable or if it was a ipod cable.

I am just gonna break down and buy a car charger for the iphone4

I don't think it works on the i4. I tried this the other
day in my car. My boy bought his charger (AT&T
branded that works well for the iPhone) and when I
tried it, it didn't even show me a incompatible message.
It just didn't work. When my boy immediately put his
phone in the charger, it worked. I tried mine once
again and it didn't work.
