Ok. Well some of the weather widgets I use i got from iphantomthemes.com. if you go to the iphone section then go to perpagehtml and you will see the weather widgets. There is also a tutorial there as well on how to do it.

No, it's a widget that's included in the DB iWidget pack. It comes with like 12 different ones

I do not use a theme. I use individual tweaks.
