All notification sounds are set but no receiver message sound. It will vibrate but no sound. Using stock App.

Have you tried a device reset? Hold down the home and power buttom at the same time until the Apple screen appears then release. Try that.

No it will not. I do it once a month, it's just like rebooting a desktop computer.

Two silly questions, first, is the volume turned up for notifications? And second, is the mute switch on?

What is a "receiver message sound"? Do you mean the Ringtone alert? Do you have one set in Settings >Sounds >Ringtone > set a tone.?

Is the mute switch red? If so its muted. Other than that as others have stated make tones are set up for what you want.

Failing that backup, reset & restore.
