Go to Settings -> General -> Keyboard

In the stock keyboard, right above the top row of letters there should be a small bar, press and hold anywhere along that bar, then swipe up, to bring up the predictive text. Or, if you want to have the predictive text gone, press and hold anywhere along the row of predictive text, then swipe down to have the predictive text hidden.

If the small bar is not there, try long pressing on the globe. This brings up keyboard options.
