My iPad mini draines the battery while connected to the charger. Unless when you are not using it. It chargers slowly.

If what you're saying is indeed the case, make an appointment with an Apple Genius at a nearby Apple Store to have them troubleshoot or exchange it for you. That is my personal recommendation.
