I'm sorry it's hard to understand what your issue is. Can you be more specific? Is it backing up to iCloud? Is it on the set up assistant saying "Updating iCloud Settings"? What happened to cause this? Did you update to latest iOS version? Did you restore from a backup? Are you setting up a new iPhone? I could go on and on... We can be of more help the more info you provide
