My iPhone 5s keeps telling me to Carrier upgrade?

It says
carrier settings upgrade, should I push the update or I'm sorry upgrade or should I push not now!!

You should go ahead and upgrade. It doesn't take long.

Push the upgrade button. Or else it won't stop popping up.

It happens the same here in Argentina with the iPhone 6 and that's because Argentina's carriers doesn't sell officially the iPhone 6 so there aren't official carrier setting
