my iPad 3 Model MGNR2LL/A running 10.0.2 will not charge via computer. Why?

I have never had any issue with the iPad charging through my PC. I am running Windows 10 with iTunes installed. I am directly accessing the USB port and not using a hub to attempt charging the iPad. It worked on W10 before the iOS upgrade to 10, so I am not why it is not working now. It charges through the wall still, but not on the PC.
