Manage child's iOS device without owning an own Apple device

Hello! Quick question: Can anyone confirm if an iOS device can be set-up and managed for a child without actually having one's own apple device?

I'm hoping if the parent at least has his/her own Apple ID, they can manage their child's device.

Any help here would be appreciated - I can't seem to find anything online...

It looks like you would do it right on the child's device.
