Is the att 3G+wifi ipad2 considered a locked device?

Seeing as the iPad is not under contract, is it possible to put a Rogers sim in the device and operate as if it were unlocked?

My guess is it is locked unless you contact AT&T to have unlocked but since your not under contract they should do it for you

All iPads have been unlocked since day 1 with the first generation. You should be fine.

All iPads are carrier free. I'd recommend you getting the AT&T model.
