Is iTunes a necessary component before I use Windows photos?

hi, I'm importing photos from iPhone to PC. Although I have complete the task, I still have a question. Apple says I need to download the latest iTunes if I want to import iPhone photos with Windows photos. I have downloaded iTunes before and when I transfer photos iTunes does nothing, so I want to know is it necessary to download iTunes if I want to use Windows photos. Thank you.

No. It’s not necessary.
If you have iCloud Photo Library enabled and have enough free iCloud storage for all your photos to transfer, you can go to iCloud.com and upload photos from there.
