Is it safe to install iOS 9.3.1 on ipad 4,
I am afraid if iPad 4 will run slower on iOS 9.3.1

Yes you can safely install iOS 9.3.1 on an iPad 4, but since I don't have one, I don't know how well the device performs with that particular iOS version, but I assume it runs well.

My old iPhone 5 runs the same on 9.3.1 as it did on iOS 8.4. I don't have the iPad.
It's actually smoother on 9.3.1
