iCloud Photo Library maybe?

It's possible. iOS 8.1 is suppose to be officially released tomorrow so I can only assume that Apple is making sure that camera roll, photostream and iCloud Photo Library are in sync.

There's a bug which has been there since the start of iOS 8 beta 1 I think. When the outline of the folders changes shape when you come in and out of them. Anyone else get this?

He's right. Open a folder and watch the corners as it opens.
