Grey wallpaper on iPhone 4

The top half of any photo I select for a wallpaper is dingy & grey. This began after latest updates. Any fixes?

Can you show a screenshot. It would help to see what you refer to. But right off, you might try a hard reset. Hold the top button and the home button at the same time until the Apple logo appears. Then release.
