First, be sure to add your cell number to the Do Not Call registry (this is a government site ran by the FTC) :

According to the 9th Circuit Court, these calls also cover text messages.

On the phone go to Settings > Messages and scroll down to tick the button for Filter Unknown Senders. I believe this only works for iMessage though. Edit: See previous reply for additional info.
