Can’t get iPad Air to sync pictures from IPad retina

My old iPad was a Retnia. I bought a newer iPad Air. I’m unable to copy my pictures from the old one( iPad retnia) to the new (iPad Air.) can anyone help?

Do you have an iCloud account? If so, enable iCloud Photo Library in the iCloud Settings on both devices. Shortly thereafter, both iPad devices will have the same photos on them.
