Apple Music deleting music

I have downloaded and redownloaded my playlist twice in the past 24 hours. Today I opened the app and yet again all the music is showing in the cloud and not on my phone. What am I missing here? This is staring to get expensive to re-download my playlist daily.

How is it expensive? You're not charged for it! But you shouldn't have to be doing it. I don't subscribe to Music. So I'm not sure about your issue.
