3G could mean video conversation. I mean there is certainly enough throughput for it, but the video quality is not going to be the best because it is only 1.4 Mbps.

not quite. a 3G phone might not have the option for video calls. but a phone with video calls must have 3G for better data transfer, in this case video stream, and a camera on the front side.
