Ive noticed my mac is starting to fill up with photos thanks to photo stream. Id like to clear out all of my photos and start over again. Is the easiest way to create a time machine backup of the photos and than just delete them all?

It could be. You could upload your pics to a cloud service like OneDrive or Dropbox and then delete them from your computer. Alternatively, you could simply disable photo stream on your computer.
