Why my iPad mini is not showing NEWS app and No Multitasking

I have upgraded my iPad mini from iOS 8.4 to iOS 9.0.1.
When i start my iPad it is not showing news app and no Multitasking in iOS 9.0.1
Please help me.

Where are you located? The News app is currently limited to those whose location is set to the United States. No doubt it will be rolling out to other locations in the future, but for now, you must be in the US (or at least have your location set to US).

Which iPad Mini do you have? The Split Screen and Slide Over features are limited to the iPad Mini 4 only. Other iPad Mini models do not support it.
