When it was iOS 8.3, I had all the apps for my iPhone 5. I jail broke my friends iPhone 6 (iOS 8.3) and half the apps weren't showing up. When I did 8.4 those apps weren't showing. Maybe they're not updated yet like u said.

my Cydia apps haven't been showing up. A few work, a few don't show. Youtubetomp3, music4me, hipstore, etc; I tried going under installed and re-installing Cydia substrate and substrate safe mode but apps still didn't show. Any suggestions?

i'm not sure how to refresh icloud, and turning icloud off erases all of your photo stream data, i'm pretty sure.
