Considering the 8 is an incremental upgrade, I don't agree with the increase in price. However, I don't pay full price for phones anyway so it doesn't really affect me. I'll still get the iPhone 8.

If you plug in an iPhone (not even to iTunes, just plug it in to a charger), it will turn on. Unless there is something wrong with the phone.
