iPad Messages says user not registered with iMessage service

On my iPad with retina display every user I try to send a message to Messages says user not registered with iMessage service. I've tried signing in and out as well as rebooting and respringing but no change. Not sure if this is jailbreak related or not. I'm hesitant to restore as I will loose the jailbreak with 7.1 out now.

verify the AppleID in use on the iPad is the same one you use on other devices where iMessage works fine.

Without knowing what you have installed, have you tried signing in/out while in safemode?

Barring you have altered your system files, that would help to eliminate the jailbreak as a contributing factor/cause.

Shut down phone, power back on holding volume down (or up, I forget at this point) so that cydia substrate is disabled.
Log out, and back into your iMessage account.
See if you get in.

sorry to be so blunt,
You didn't try everything, or you are doing it wrong.
iMessage doesn't break.
If you booted with substrate disabled, then tweak issues are ruled out.
If you signed out of your iMessage account and then logged back in, your account issues are ruled out.
If you reset network settings then that's ruled out.

You can try ilax or semi restore
That doesn't work then your looking at a restore. And 7.1

Please, can you try to answer the questions asked with a little more detail. If not, there's no point in trying to help you.

So, did you ever get into any safemode state? If so, by which method?

If your problem is related to a tweak (that hasn't altered system files) then going into safemode will eliminate a tweak as the cause.

If the problem is still evident in safemode, than your issue is most likely related to altered system files or some connection issue. Neither of which a semi-restore or ilex rat program will fix. Those programs will NOT fix altered system files!

These programs are a last resort and IMO you haven't done your due diligence here. Those programs are good for people who want to wipe their device to sell it while keeping it on a jail breakable firmware but I surely don't recommend using them for most problems.

So, bottom line is there's much better ways to go before you attempt one of those routes.

Yeah, and after taking a quick look at your installed tweaks.....take a look at PaswordPilot since that messes with your apple passwords.

I went in to safe mode rebooting holding volume up. Signed in and out of messages. No change. Still says user is not registered with iMessages. I have not manually altered any files. I just jailbroke and installed tweaks from Cydia.

Does the person your sending the iMessage to still have a device to receive those iMessages?

I was going to try and help..lol until I read a list of tweaks and heard the words JB. Gonna bow out on this one as i know my limits are beyond JB. Good luck.
