I know with 3.0 Skype does not work on 3G. Possibly the OP is on 3.0 and for some reason posted in the jailbreak forum. ?

Nope! i updated to latest update of SKYPE n I'm not able to make calls over 3G I'm still on 2.2.1(5H11) at&t
