Pictures won't sent or download?

I'm Fighting a battle where pictures won't send the first time. They kick back a message of "message failed to send" and then go right through.

Also I'm having a battle of downloading pictures sent to me. The link will open but won't download.

Thoughts?

Reset network settings. Is that wifi you are on your personal or a public spot?
