when I select photo to delete the delete icon does not light up.

Welcome to iMore! Did you sync those photos to your phone from your computer? If so, you will need to delete them on the computer.
If you did not get them from the computer, then try a hard reset.
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
