Bluetooth NOT working Iphone 5s second Replacement phone

I have just got a second replacement iphone 5s from an apple store in london today and seem to be having the same issue. When i enable bluetooth it just searches and does not find any device, EVER!!! device says "now discoverable". I have done the reset settings loads of times not still working!! I am using ios 7.1.2.

When you received your replacement iPhone 5S, did you restore from a backup? If so, the problem could be a corrupt setting that you've restored. Try restoring the device and setting it up as new, at least initially until after you've determined whether or not Bluetooth is working.
