Bluetooth won't turn on, on my iPhone 5c?

bluetooth won't turn on on iphone 5c

It won't turn off or on, it just spins. I have reset to factory default and it did not fix it.

My 1st course of action for an issue like this has always been to reboot by pressing the home and sleep/wake button until you see the Apple logo. By reset to factory default do you mean that you restored your phone and set it up as a new device?
