Can't downgrade? iOS 9.2.1 iPhone 5

Whenever I try to downgrade on iTunes, I get the 3149 error or something like that. I tried booting into DFU and recovery mode but same thing

Apple stopped signing iOS 9.2 so you can't downgrade from iOS 9.2.1 to iOS 9.2.

It means Apple doesn't allow or you can say blocks it to be installed since there is a newer version.

That's one of the reason they don't allow you to downgrade due to security enhancements the newer OS has.
