My iphone 4 comes up with a box around the slide to unlock and will not let me swipe

each time i click on the screen a box comes around everything i touch i have had to hold the off button and home button to turn the phone of but then it turns its self straight back on

Maybe you can take a screen shot of this- I am not really sure what you are seeing

It's an Accessibility feature. Tap the home button 3 times.
