Can you use WiFi at home without incurring carrier data charges?

I only have a 1 GB download cap and would rather download everything at home to set my phone up.

Yes, you'll be using a data connection from your ISP.

I just wanted to make sure, as I've heard conflicting rumours that any data your phone uses will be charged by your carrier, regardless of which connection.

I just spent two weeks in another country using wifi and as per my bill, you would have not know I was away. If you really want to make sure, yuo have to put your phone in airplane mode and then turn on wifi. The airplane will remain in the status bar, but so will the wifi signal
