My first question is.

What is the best Resolution to encode videos, and in which format?
Can I encode in pure 960 x 640?

1280x720.
and no not unless your videos are in that aspect ratio which is very unlikely.

Just wondering why bother to encode at 1280 when the ip4 can display a max 960.

Isn't that just wasting pixels and encoding time as well.
