Push Notification is not working...

As the title says, push notification is not working. I have jailbroken my iPhone 3G (3.1.3, not unlocked).

It's not that I get a kind of error about the push. I never get push (yes, it's turned on), even if my iPhone is on and connected with WiFi.
For example I use WhatsApp. When i get a message from someone in WhatsApp, I can ONLY see that when I open the app. So I can't see it when it's not opened (push).

I already tried to re-jailbreak my iPhone and re-download WhatsApp. Both not working.

I was thinking about restoring my iPhone, but I don't wanna lose my stuff. So does anyone know a better way?

You could try PushFix - it worked great for me when I was experiencing that 2 jailbreaks ago.

PushFix is not in cydia. It's removed?

Then I have a quick second question. I wanna downgrade my baseband to unlock my iPhone. Can I trust this:
Downgrade iPhone 3.1.3 Baseband 05.12.01 | Redmond Pie
?
