Cant download skype?

I have bought IPAD air recently. When I try to download skpye, it says that " Account not in this store - Your account is not valid for use in the US store. You must switch to the Nepalese store before purchasing", however I have already put Nepal as my address.

Trying going to Settings - General - Language & Region and then selecting the language and region for Nepal.
