Another option to unlock new iPad, it has the option to "rest finger" to unlock, just like on iPhone 7! Go to settings- general-accessibility- home button- toggle rest finger to unlock.

For anyone wondering out there, this trick is usable for any iOS device using Touch ID that has been upgraded to iOS 10 (or higher). Apple implemented a change to this process for iOS 10 to get better utilization out of the widgets section. The goal would be for you to peek at the widgets screen before deciding to unlock the device.
