Problem accessing backup, can I get some help?

Problem accessing backup

Long story short I went to Apple to get my phone replaced and they backed it up to my iCloud.

I got my new phone and it won't show the latest backup when I freshly restarted the phone.

However when I go to
Settings>iCloud>storage>manage storage>backups

It shows the Apple Store backup but I cannot access it, can anyone help?
