Little red circle in messaging app has an "!".
I have rebooted phone, turned notification off and on....still there? Always has "!" Rather than number of unread messages

It typically depicts a failure to send. Try re-sending the message.

You might also go to settings > General > Reset > Reset Network Settings.
Reset Network Settings Settings>General>Reset>Tap Reset Network Settings. You may need to enter your wifi passcode back in afterwards.
