iphone4 has locked screen and VO, how do I get into my phone, even a hard reboot didnt work

At what point does Siri begin talking to you? Try rebooting by pressing & holding the home & power buttons at the same time until the Apple logo appears. If that doesn't fix it, you might want to take it to an Apple Store.
