why am I not able to take a photo? tells me that there is not enough storage? but icloud says none has been used but, everything else shows all 5g used

Have you turned on optimized storage for photos? And are you actually using icloud photos? That should also be turned on in the icloud/photos settings

If there is no free or enough storage on your iPhone you won't be able to take photos. You have to delete some stuff from your iPhone.

iCloud storage is for other purposes and has little to zero influence on whether you can or can't take a photo with your iPhone at that moment.
