Photos dont show up

When i go into the photo app it only has 13 photos in it because i deleted most of them to save storage. But in the settings app it says that there still are 10 GB of photos. When i connect the ipad to the PC it says there are still 419. How can i delete them now?

Go into your deleted folders in the Photo app. Photos stay in there for approximately 30 days. Clear that folder and it should reduce the GB of photos used.
