Why does my Snapchat folder in photos say downloading?

My phone was stolen and I was able to back up everything from my iCloud. Now that everything is is back, when viewing my pictures and going to my snapchat folder, scrolling all the way down to see what all was uploading there's a "Downloading..." With a turning wheel. I've tried restarting, plying it back up to my computer to sync and nothing seems to work. Can anyone help please?!

If you have enabled iCloud Photo Library, try disabling it and enabling it back.

Sometimes that does do the trick
