Looked in the q&a. have an iPhone 4 or 4s I've wiped to give my mom. Can it still be used just for phone, text, take pictures? Any issues?

I gave my mother a 4S I had. She is using it like that. If she don't have a dataplan she can disable mobile data, then it works like a dumb phone whitout Internet access.

Yes. All she needs to do is insert her own SIM card, if the device is unlocked or on the same carrier, login to iTunes & iCloud with her own Apple ID and passcode, and she should be fine. As for any issues, that'll depend on the device.
